Congress not equal in governance? asks NY Times's Carl Hulse

I read the article of May 27, by Carl Hulse of the NY Times entitled, "Constitutional Squabble..." and his quote that the agencies do not "seem to consider Congress equal partners in governance" sticks in my craw. Whose fault is that? Could it be that Congress is cowardly, afraid to make a decision based on the principles of the nation OR the US Constitution but instead sticks a collective finger out the window to see which way the political winds are blowing? There are some leaders like for instance John Kerry who have been in Congress for decades and never sponsored one bill. The Congress men and women seem to think that their Jobs are to collect their pay and perqs from wherever they are able to get them [taxpayers, lobbyists, corporations,schools, Dept of Education, AFL-CIO etc etc etc] without interference from the laws of the nation. They have had a "most elite club in the world" attitude about their tasks there instead of a public servant to the nation and the nation's people.
When have they once debated the fact that the US is borderline depopulating and that is bad for the nation? When have they once debated how to create a Constitutional Amendment to protect the innocents in their mothers' wombs, since protecting the innocent is the only legitimate function of any government? When have they policed their own? When has their meetings and their debates accomplished any thing good for this nation in the past 40 years? When they did make even one decision that did not debate the effect on the social security aged group that they mostly fit into? When did they ask the right questions? When did they all meet on equal footing with no committees to tell them what to think or what to vote on? {Probably in the first few years as a nation did that happen.] When did each and every Senator or Representative have opportunity to debate without the "rules" of decorum and politicking? When? When did the Representatives become "members of Congress"? When did the Congress ever show any muscle or teeth? Where were they when Terri Schiavo was murdered by a Judge's decree for having been handicapped? Where were they when the US Supreme Court took over the law-making duty assigned to Congress alone? Where were they when the Supreme Court was stacked with Catholics? Where were the elected officials for each State when the Congress voted to give a massive perk to the State of Louisiana? Where ?
If the Congress has no governance in this nation, it is their own fault.
